Chief Notification
- Notify the chief of police or the designee anytime you think it is appropriate, but the following are some guidelines concerning emergencies:
- Severe weather warnings or other weather related situations that would affect public safety such as high water, ice storms, or significant snow accumulations
- Any significant event that affects the safety and well-being of the public such as a hazardous material spill, unruly crowd, etc.*
- Notification means as soon as practical by any logical means such as a cell phone call or through dispatch*

Mayor/Board President Authority
SECTION 135.140
In case of an apparent emergency which requires immediate purchase of supplies or contractual services, the Mayor, or the President of the Board of Aldermen in the absence of the Mayor, may authorize the purchase at the lowest obtainable price any supplies or contractual services regardless of the amount of the expenditure. A full explanation of the circumstances of an emergency purchase shall be recorded in the journal of the Board of Aldermen at its next regularly scheduled meeting. (Ord. No. 02-011503 §14, 1-15-02)
Chief of Police Authority
SECTION 200.060:
In the event of a major emergency, the Chief of Police is authorized on behalf of the City to procure such services, supplies, equipment or material as may be necessary for the protection of human life, health or property without regard to the statutory procedures or formalities normally prescribed by law pertaining to municipal contracts or obligations as authorized by the State Emergency Management Act; provided, that if the Board of Aldermen meets at such time, he/she shall act subject to the directions and restrictions imposed by the body. Coordinator of Emergency Management Authority
SECTION 225.070:
In the event of an emergency as defined in the State Emergency Management Act Chapter 44, RSMo., the City Coordinator of Emergency Management is authorized on behalf of the City to procure such services, supplies, equipment or material as may be necessary for such purposes, in view of the emergency, without regard to the statutory procedures or formalities normally prescribed by law pertaining to municipal contracts or obligations as authorized by the State Emergency Management Act; provided, that if the Board of Aldermen meets at such time, he/she shall act subject to the directions and restrictions imposed by the body.
SECTION 225.060:
The Coordinator of the City Emergency Management Agency shall form mobile support units as provided for in the State Emergency Management Act, Chapter 44, RSMo., and the State survival plan and shall designate the leaders thereof from among members appointed by the Mayor.
Mutual Aid
SECTION 200.080:
- Battlefield Officers have the authority to respond to an emergency in Springfield
- Battlefield Officers have the authority to respond to an emergency in any political subdivision that also has authorized its Officers to respond to emergencies in Springfield
- Police Officers of Springfield are authorized to respond to emergencies in Battlefield, after a request
- Police Officers of any political subdivision that has authorized its Police Officers to respond to the City of Springfield are also authorized to respond to emergencies in Battlefield after a request

- In case of a disaster officers who are available should automatically respond to the Police Department or other obvious meeting places or designated Command Posts
- In a case such as a disaster such as a tornado, officers will be responsible to check affected areas in their district. Officers will do a systematic search of affected areas and houses. Officers will record and mark the locations as they clear them. The chief will coordinate this effort with other assisting agencies.
NIMS - National Incident Management System
- The Police Department will use organizational guidelines and structure developed by NIMS including the Incident Command System (ICS) model
- All sworn officers will receive their training
- The first officer on scene is in charge until relieved by someone else
